At Rebuilding Together, we believe that everyone deserves a safe home and community. We work to serve our neighbors-in-need by repairing their homes to bolster their neighborhoods and strengthen our Washington County
All of our programs have the same eligibility requirements and application process.
All repairs completed by Rebuilding Together Washington County are at NO COST to the homeowner.
Application Process
The RTWC application is a 2 step process, both the homeowner and the home must qualify. If either the home or the homeowner does not qualify, RTWC will not be able to complete repairs.
First Step: Homeowner Application: This includes completion of an application. Once all documents are received RTWC staff will schedule a time to visit your home for step 2, the Safe and Healthy Home Audit.
Second Step: Safe and Healthy Home Audit: A RTWC Housing Inspector will visit the home to identify the extent of repairs using’s the RT Safe and Healthy Home Audit checklist. They will work with the homeowner to identify those repairs that are necessary to maintain and/or restore the residents’ health and safety. During the inspection, the inspector will share the repairs that RTWC may be able to help them with.
Once homeowners go through this process RTWC works to identify volunteers and funds to complete the approved repair requests. RTWC cannot help all homeowners who apply or complete every repair due to limited resources. We will do our best to help identify other resources available to our neighbors-in-need.
Household Eligibility Requirements
In order to qualify to meet the needs of our most vulnerable neighbors, RTWC established the following requirements.
You meet our basic qualifications if…

- The home in need of repair and/or accessibility modifications is the primary and only residence of the applicant.
- You own and/or are paying the mortgage on the home that is located anywhere in Washington County, Oregon.
- You have lived in the home for at least 3 years, and plan to continue living in the home for at least 2 more years.
- Your household is living on less than 80% of the area median income (according to this chart.)
Proof of income and home ownership will be required prior to final approval.
Repair Eligibility
In order to serve as many of our neighbors as possible to meet the requirements of our grants, repairs are chosen in priority order to focus on your safety. Repairs are limited. We prioritize repairs that are proved to be critical components of healthy homes.
We use the Principles of Healthy Home framework developed by National Center for Healthy Housing to prioritize our requests. Priority repairs have a direct benefit to the health and safety of your household. Following are examples of common projects:

- Build deck, stairs, and ramps
- Repair/replace hot water heaters
- Repair minor to moderate plumbing leaks
- Repair/replace broken windows, doors, and locks
- Repair minor electrical hazards
- Install grab bars, handheld shower wands
- Install accessible products (comfort height toilet, lever handles)

RTWC is limited in the type of work we can complete based on funding and volunteer availability. Large projects like roofing, painting, or major landscaping are primarily considered are considered as part of our Community Alliance Programs, but on a limited basis. RTWC does not do structural repairs such as foundations, framing, new construction, or room additions. We also may not be able to work on projects that include repairing work that was done without proper permits.
